A theoretical extension of the framework’s recursive-dynamics principles to cosmological scales: black holes read as recursive saturation points, dark matter and dark energy as recursive field substrates, cosmic evolution as a self-modifying recursive process.
The paper reinterprets several standing cosmological puzzles — the black hole information paradox, fine-tuning, dark-matter requirements — through the recursive framework, and takes recent DESI DR2 observations of dynamical dark energy (3.1–4.2σ) as empirical motivation for reading cosmic acceleration as recursive substrate dynamics rather than a cosmological constant. It offers specific predictions meant to separate a recursive cosmos from a mechanical one: CMB signatures, modified black-hole information dynamics, and cosmic-web structure.
It builds on the corpus assembled in Part I and sets up the formalism of Part III. Version 1.2 adds an addendum reading the July 2025 LIGO–Virgo–KAGRA detection of GW231123 as a test case, with predictions the paper frames as distinguishing the recursive account from General Relativity.

What it does not claim
Not observational confirmation. The framing is explicitly conditional — the paper writes that the DESI result “could transform what might have been purely theoretical speculation into empirically-grounded investigation,” a motivation for the work rather than a confirmation of it.
A theoretical extension, not established cosmology. The cosmic account extends terrestrial-scale claims by proposal; its cosmological reach awaits the predicted signatures being sought and found.
