Paper A specifies the foundational level of the Universal Recursive Dynamics framework: the originary structural conditions presupposed by systems, environments, materiality, exchange, and individuation. Its central commitment is that temporal expressions of Being are operations of information exchange, not operations performed upon a prior material substrate; materiality is what structured information exchange produces and sustains.

The paper develops the instantiation of concomitance, stratified asymmetry (exclusion-form at the originary level, predominance and fragility at the co-constitutive level, viscosity at the temporal-field level), and position-uniqueness as the condition of individuation. It engages Pauli exclusion, Gaztañaga et al.’s exclusion-driven bounce, Friston’s Free Energy Principle, and Lambda-CDM as physics-facing interlocutors, and asks the prior-conditions question those disciplines presuppose rather than competing with them.

Paper A is the first of a foundational pair. Paper B, Above-Threshold Operational Architecture, specifies the operational architecture of register once these conditions are in force. A companion technical note evaluates whether the mathematical apparatus of Part III of the prior series can coherently support the register architecture developed here, and a separate Reader’s Guide accompanies the three-document deposit set.

What it claims

Four linked structural claims. That temporal expressions of Being are operations of information exchange rather than operations on a prior substrate; that their ground is the instantiation of concomitance; that asymmetry is stratified across three levels; and that individuation requires position-uniqueness.

A prior-conditions level. The argument operates below physics, cosmology, and neuroscience, specifying what structural conditions must obtain for the objects those disciplines describe to be specifiable at all.

What it does not claim

Not a competitor to physics. By the paper’s own statement, the argument does not compete with physics, cosmology, or neuroscience — it asks the prior-conditions question they presuppose.

Correspondences, not confirmations. The engagements with Pauli exclusion, the exclusion-driven bounce, the Free Energy Principle, and Lambda-CDM are offered as structural correspondences, explicitly not as empirical confirmations of the framework’s foundational claims. The paper closes by naming its unresolved frontiers.
